A group called Showing Animals Kindness and Respect has filed a complaint with the Arizona Department of Agriculture, saying that horses were jolted with electric prods at La Fiesta de los Vaqueros. SHARK has also posted video on YouTube that shows cowboys giving a little jolt to the buckin’ broncos.
