I fell out of my chair when Hay said Berkeley and Wisconsin are Arizona’s peer group. Take a look at the US News ratings. Berkeley is the No. 1 public university in the country. Arizona is what, 45th. Who is she kidding, and why does she think she can do it?
At best UA tends to get *some* of the Berkeley and Wisconsin residuals.
Hay is simply doing her little job, as she understands it.
