Well, Jim Nintzel, does this have something to do with the unfunded mandate known as SB 1070 and how it might impact the Old Pueblo? And what are “core services” in COT speak?

More important, they voted to put the Southern Arizona Leadership Council’s plan to take control of the city away from its citizens on the ballot, too. At least by combining the charter changes and the sales tax, they minimized the chance of the charter change passing. The sales tax, too, for that matter.
