Republicans BILL MCGIBBON LOU-ANN PREBLE HAROLD VANGILDER INCUMBENT REPS BILL McGibbon and Lou-Ann Preble can almost always be counted on to vote along with the majority in Phoenix, whether the issue is protecting polluters, legalizing the production of Freon or challenging the authority of the federal government. Challenger Harold Vangilder is a member of the Sierra Vista City Council who has also served as mayor pro tem. He's an outspoken advocate of growth in the Sierra Vista area, even if it means draining the endangered San Pedro River dry. No Democrat filed to run in the district, which includes Green Valley and Sierra Vista, so the two winners of the primary will be assured House seats.
