Its simple math, what ever the power meter indicates is the rate of consumption. Since most residential solar do not exceed the average rate nor peak consumption in the summer months, the result of power being put onto the "grid" is a wash. However, by shifting peak rates to when solar is not producing an output is sticking it to all the customers. TEP is a namesake nationally owned private power utility company looking to sustain their retirement funds.
