What a find! To compete in Tucson’s intense Mexican-food scene, a restaurant has to hit all of the marks—atmosphere, service and food. Papa Locos does that, and then some. The food is delicious and fresh, and it’s served in a friendly, upbeat way. The burgers are big and juicy; the onion rings are hot and crisp. But it is the Mexican side of the menu that’ll bring you back. Try the enchilocos, a curious fusion of taco and enchilada. Can’t decide on red or green sauce? You can have both. The carnitas are amazingly rich and tasty. (10-4-12)
