The GOP-controlled House passes a plan to put successful initiatives back on the ballot for reconsideration every eight years. If the Senate approves the plan, voters will get the final say on 2004 ballot.


PISTOL WHIPPED

The Senate Judiciary Committee kills Rep. Randy Graf's proposal to reduce the penalty for carry a concealed weapon from six months in jail to a $50 fine. Citizens who want to surreptitiously pack still face onerous a 16-hour safety course before they can get a permit.


GOP LEADERSHIP TO SUPREME COURT: DROP DEAD

Supreme Court justices complain that the GOP budget plan transfers millions from state's court system to the general fund, including a $8 million cut to the Supreme Court's budget. GOP response: "Keep up the complaining and we'll privatize the whole court system!"


FLAKE OUT?

Maricopa County Republican Congressman Jeff Flake halts initiative effort to repeal the Clean Elections program while he researches legality of his role as campaign chairman with the FEC.
