Oceania has no capital, and its titular head is a person whose whereabouts nobody knows. Well, maybe that's why Oceania blew (although not as much as Eastasia or Eurasia). Here in Tucson, we also have a titular head, but he's easy to find. Along with the six council members, he's in the chambers at City Hall three or four (or one or two) times a month, and it's a hoot. You can watch it live or on cable TV. Either way, it's democracy in (and sometimes out of) action, and it's gripping.
