John, I'm sure you understand everything in your two comments. I have to admit, I don't. Which tells me, a wonk who is deep into the state grade process, like yourself, can glean a great deal of information from the grades. But that's not the purpose of the A-F system. It's to give regular folks a way to see how schools are doing without having to understand all the data. Most people will see the B grades earned by the four schools I discussed and imagine the student achievement at the schools is more-or-less the same. Obviously that's not true.

I have a related question. If Ochoa and Holladay slip a few percentage points in their passing rates next year, I expect they'll both drop to a C. I'd say that's likely for both schools -- if not next year, then in the years following. A big jump like theirs is likely to be balanced out with at least a slight dip in later years. And yet, for all intents and purposes, their students will be at close to the same level of achievement. People will say, "Looks like those schools aren't as good as they were the year before," even though the change related to the quality of teaching and student achievement as measured on AZMerit hasn't changed significantly.

Neither the high stakes tests nor the state grades have fulfilled their stated purpose, yet they cost the state a great deal of money, and they cost our teachers and students a great deal of time, effort and stress. Put the tests and state grades to a cost-benefit analysis, and both have costs far higher than their benefits.

ukraine gave information on paul manafort to defeat trump in 2016. how about the conspiracy theory that russian meddling had an affect on 2016 election when it did not. if you disagree what precincts in michigan, pennsylvania or wisconsin were changed from clinton to trump? 99% of voters never saw the adds and their is no evidence that any votes were changed. yet you continue say it wasn't crooked hillarys free trade polices and the fact that she was a bad corrupt candidate that lost her the rust belt. it was the russians who defeated hillary WRONG! finona hill says russians will meddle in 2020 election a meaningless statement as she gave no evidence of how they will effect the 2020 election let alone swing it to trump.

Like every other institution in this country, the current occupant of the White House is undermining and destroying the U.S. military despite his staged gestures of support.

When he first came to power, he talked about his generals in his cabinet where are they now?

He has directed the use of highly skilled and trained military personnel to the border to perform menial tasks that demoralize troops and keep them away from their families not to mention diverting them from maintaining their primary skills and training levels.

He has diverted military funding for the construction of a wall that is a psychological prop for those peddling racially-motivated, hate-filled narratives designed to divert attention from Americas real enemies and actual threats.

He totally discounts the chain of command and the maintenance of good order and discipline by undercutting military leadership and the Uniformed Code of Military Justice for purely political reasons.

He orders Special Forces to abandon allies in the face of the enemy and allows those allies to be slaughtered or forced to look to other nations nations not friendly to the United States for support.

He has endangered South Korea, Japan, Australia and the entire region by indulging oppressive governments and ignoring the militarization of the Pacific by China.

He puts the lives of millions in Ukraine at risk, setting up a possible conflict that could involve NATO and U.S. armed forces, for the sake of political dirt, and on and on.

During the presidential debate Oct. 28, 1980, then Republican candidate Ronald Reagan stated, Ask yourself, 'Are you better off now than you were four years ago?

I suggest you ask yourself if this country is safer than it was three years ago? Where does this country stand with its allies allies that this president has insulted and tried to shake down and extort at every opportunity -- and would those same allies stand with us in light of this administrations active and tacit support of fascist and oppressive governments around the world.

The evidence gathered by the Oversight Committee was drawn from witnesses testifying under oath and subject to the laws of perjury. The Republicans consistently chose to ignore direct factual testimony and attack the people themselves. Despite these obvious attempts to discredit them by way of the lowest form of human communications (i.e., personal insults and political gossip) Trump's abuse of power was clear and, if you believe in the US Constitution, criminal in its intent and action.

Only one of two reasons seems plausible: (1) Trump is owned, operated and compromised by Russia since every action he has undertaken is in Russia's behalf, and/or (2) Trump is a mentally disturbed man who cannot remember what he says, what other people say, or what is right.

Maybe its the temperature.
Arizona's average temperature is: 60 degrees
The nations average temperature is: 47 degrees

Maybe its annual rainfall.
Arizona's annual rainfall is 8 inches
U.S. annual rainfall is 30 inches

Maybe it's gasoline prices
Arizona's average gas price is $3.03 per gallon
Nation's average gas price is $2.61

Maybe its income
U.S. median household income is $63,179
Arizona's median household income is $62,283

Maybe its Arizona juvenile murders which have dropped from 70 in 1992 to 20 in 2008 to 12 in 2014, the most recent report year. Who knows how low they are now?

Maybe its car thefts by juveniles, dropping from 620 to 289

Maybe its robberies, dropping from 461 in 2008 to 221 in 2014

I don't know, what, oh what could it be???????? What Arizona policy or aspect could be resulting in our test scores going up?
