Authorities responded to calls claiming that a man wearing handcuffs was running through a shopping center, a Pima County Sheriff's Department report stated.

Deputies stopped someone matching the suspect's description as he entered a Circle K parking lot. The man, who was described as being fidgety like he was on methamphetamine, was allegedly combative from the start, responding to a deputy's queries about his name with, "What fucking business is it of yours?" There was no indication in the report as to what happened to the handcuffs.

Deputies eventually established the man's identity as Ted Lee O'Brien. The report didn't give O'Brien's age.

Authorities placed O'Brien in handcuffs when he allegedly attempted to walk into Circle K after being instructed not to do so. A records check indicated that O'Brien had two outstanding warrants out for his arrest: one for failing to appear in court on a charge of driving with a suspended license, the other for failing to appear on a drug-paraphernalia charge.

The report said that O'Brien became "very loud and obnoxious" after he was arrested. He allegedly referred to deputies as "punk-ass bitches." As a deputy was patting him down, O'Brien also reportedly yelled, "Does anyone want to come over here and look in my dick?"

On the way to Pima County Adult Detention Center, O'Brien allegedly challenged deputies to a bout in a boxing ring so he could show them what "punk-ass bitches" they were.


Strangers With Vodka

River and Sabino Canyon Roads, July 4, 11:08 p.m.

A teenage girl appeared to have suffered alcohol poisoning after she and a group of friends passed around a bottle of vodka on a school playground late at night, a PCSD report said.

A deputy found the unresponsive 16-year-old girl at the school. It appeared she had vomited on herself, the report stated.

A male friend said he and three others, including the unconscious girl, had all taken swigs from the bottle. He said he didn't understand why the girl had been affected the way she had, as no one else was affected similarly.

Two other girls who had sipped the vodka said "some guys" who were walking around the schoolyard gave the bottle to them. They had no idea who the "guys" were, the report stated.

Paramedics took the unconscious girl to the hospital. There was no further information about her condition in the report.
