Staff Pick: A lot of places have good combo plates, but El Torero, 231 E. 26th St., goes to the head of the class with a dazzling variety of combinations and permutations. Rice that's never bland, beans that are always piping hot and all kinds of tacos, burritos, tamales, and enchiladas. Check out La Bandera, a combo of three enchiladas in the shape of the Mexican flag. Now that's something to salute.
