      <![CDATA[A positive result of the OCR investigation is that it made possible public knowledge of Rose Hamway's complaint and her $180,000 settlement that OCR forced on TUSD. Had this been a civil lawsuit, the settlement amount and everything else would have been covered by a confidentiality agreement (see Sunnyside district's recent settlement with a teacher who was unjustly fired - all secret).
