    David, after sitting in on these meetings the past month, what I've noticed is that they define "high poverty schools" as schools with 60% or greater Title I students. Considering more than 50% of our students are eligible for Title I funding, I would question calling 60% "high poverty." We have numerous schools with greater than 90% Title I. That's high poverty. And collapsing Group A weight into base level formula will serve to help schools who refuse or stall on diagnosing and helping students with learning disabilities. It's a huge red flag for parents of SPED students.
