This prob does not bring peace to anyone knowing this but sometimes the investigators know if they go to trial now there will be insufficient evidence to convict someone (think casey anthony) however this does not mean they are not undergoing an undercover investigation to try to get evidence against someone whom may eventually drop his guard and slip if he thinks he got away with it. I can only hope this is what's happening
