I did a little more googling and found that the proposed power lines are about 2.5 to 3 miles west of highway 19. Jerry Wills stated in his documentary that they were about 12 miles north of the Mexican border. This makes the possible location about 3 miles west of Rio Rico Northwest.

That location doesn't seem to fit what this article speculates. They mention the High voltage power lines that are being built in between Tuscon and Nogales and will cross near the site. To go from Tucson to Nogales by way of Oro Blanco would be very inefficient.
