The artwork was removed because FTA safety regulations require the fences to be clear. There is a variety of reasons for this, not the least of which is to prevent the fence when covered from become a "sail" and moving in a gust of wind.
RTA is in great financial shape, projects are happening as promised; the RTA has guaranteed not to change the economy low-income fare for 5 years, but there was never a danger of a "doubling" of fares - people were misreading a report that showed examples of a variety of revenue options.
