All people are indigenous somewhere, this is true, so everyone seeking such connections should engage in a tradition in which they have blood, roots or a legitimate connection as determined by the keepers of said tradition. Was the sauna once sacred? What about European herbal traditions? Maybe the people who claim that excluding non-natives shows a 'small-mindedness' or a 'lack of love in the lives' of native people should take a pilgrimage to their ancestral lands and open themselves to learning something. Don't do it tourist-style, either... Stop taking what is not yours and find out who you are, you will deserve more respect then.

Of course the woman is charging because she charges for the retreat in the first place, look at the website. Ceremonies belong within indigenous families and indigenous nations, period.
