SCAAP should be funded. It probably isn't because the Bush administration refused to fund it at first, then refused to audit it. (Should anyone be surprised?)
It also shouldn't provide an incentive for law enforcement to spend time hunting down gardeners, maids and taco sellers, instead of tracking down actual crooks. It probably busts 100,000 harmless undocumented workers for every serious white collar criminal it apprehends.
