First, President Obama's authority only applies to those jurisdictions under Federal control.
Second, his Proclamation only applies to those jurisdictions under Federal control. It reads in part as follows:
"As a mark of respect for the memory of Nelson Mandela, by the authority vested in me as President of the United States by the Constitution and laws of the United States of America, I hereby order that the flag of the United States shall be flown at half-staff at the White House and upon all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its Territories and possessions until sunset, December 9, 2013. I also direct that the flag shall be flown at half-staff for the same length of time at all United States embassies, legations, consular offices, and other facilities abroad, including all military facilities and naval vessels and stations."
Although the Separation of Powers Doctrine may be rendered nearly ineffective today due to a severe lack of ignorance, but it does still exist.
As for lowering our UNITED STATES flag to half staff in recognition of Mr. Mandela, that would be a choice made by each individual in charge of flying it. If they refuse and do not like it, then the People can hold them to account.
Had Arpaio been in charge in 1945, I'm certain the flags would have flown at half-staff on April 30th....
Hey Frakityfrak-if our politicians would craft the existing laws so that workers in Mexico could AFFORD to follow them (between $3K-$4K to comply fully in order to gain a work visa), they wouldn't be FORCED to split up, now would they?
The facts are the facts- most students from Catalina Foothills go to college, and most from the southside do not. Yes, parental and environmental factors are critical- that's obvious. But so is the school. In my vast experience with Tucson schools (as a sub and full-time teacher), I stand by every word of this article as the truth.
Do people enjoy being reminded of how far behind they are? Of course not. I understand some of the resentment (although getting mad at me won't solve anything- let's get those angered kids to the LIBRARY where they can actually make some progress!).
I challenge anyone reading this to inspect the issue for themselves. Stop by a few classrooms at a southside middle or high school; then swing by Orange grove or Catalina Foothills.

There's very little Mexican about this. Tortillas make it Mexican? It's upscale foody-food. There's a chance it might actually be good, at least some of what they have. It won't be cheap.

not a fan, took forever to even be acknowledge, the wine we had was okay ( when we finally got it.) and after it was pored by the bartender,he took the bottle and put it on ice. That was nice, but, we finished our glass and could not get his attention so we sat with empty glasses for a long time,( 15 min or so) maybe it was just a bad night for them,I'm not really sure.
