Jamie, one of the worst decisions ever made in TUSD was to centralize the control of heating and cooling. In other words it can't be controlled by the individual schools. It has resulted in schools with rooms that are freezing cold right next to rooms that will blister your skin with heat. In order to shut down the AC at a school it must be done from a central location and someone must order that to happen. Hopefully that someone will realize that in order to begin saving money those school systems must be shut down. Of course if it was controlled in the individuals schools the custodian could have done it when he left on the last Friday, assuming of course he was one of those custodians who was willing to help because he knew what his fate was in the future of TUSD.

When will Zimmerman BE prepared to discuss the fact that nobody will be paying into the system while current retirees continue to draw pensions. He has no problem stating "Everybody wins on this thing" and "...it will save taxpayer money in the long run" but yet he isn't prepared to explain it?

Tens of millions of dollars worth of tax money in fact. The Council has a legal duty to properly fund the retirement system. Right now the City payment to the retirement fund is about $23 million. It would increase exponentially if future employees weren't contributing. And how much is the Council paying into the public safety (ie-police and fire)? $46 million a year! Why not go after that? Its hypocrisy writ large.
"If the City had not wasted all the money on the stupid "light Rail"..ah "Modern Street car"... or.."Neighborhood Trolley"... what ever it's called this week, there would be money to actually help people." The City had no say in this decision. It was approved by the voters back in 2006 when the RTA was approved by the voters along with a $.05 sales tax to fund that project along with others. Plus, most of the money is a federal TIGER grant.
Thanks for posting this compilation of efforts, Jim. I also looked at Rep. Franks' comment from many angles yesterday and today. In fact, I posted the video of the entire Judiciary Committee meeting yesterday (bit.ly/AZp545), and then re-visited it today and found (and posted) the transcript of the hearing (bit.ly/AZ547). I tried to post lots of context with little editorial content.
I think besides your discussion of "incidence" (or "incidents"), you need to look at the other part of Franks' comments and explanation - his attempts to explain the (most-desired) timing of reporting a rape vs. the timing of abortions which would be prohibited by this bill, and to try to get in a dig at Democrats for focusing on the rape and incest exceptions (to his bills). (If you want to dig really deep, add in that Chabot had brought up the pregnancy-by-rape issue in the subcommittee the week before, and that Franks might have been trying to distill that into his ripostes.)
Taking all that into account, as Weigel sort of stated above, it would seem that Franks was not making a very cohesive argument for his case. The Democrats are attempting to blow it out of proportion, and his inability to articulate a coherent and plausible explanation makes it easier for people to accept the Democrats' hyperbole. (I did a Fact Check on the Franks vs. EMILYs List claims on this bill a couple of weeks ago, and it is still playing out: bit.ly/AZp524.)
