The University of Arizona was a land grant by the Federal government in 1862 called the Morrill act. This was in place Before Arizona was a state but a territory. Which included much of Colorado, New Mexico, Nevada, Utah. Which is why students from these state are considered instate residences because they would still be if Arizona was the territorial boundary lines.
So here is how it breaks down the AZ university system is federal land grant. Given to the states as a area to run for higher education. With that law the university has to look at the owner of the land the Federal Government given to Arizona to operate and managed in accordance with Federal law federal land.

For all their pretenses about being places of higher learning most colleges and universities still get substantial amounts of money from the federal government and as long as marijuana use is against federal law it will be illegal to use it on campus.
As for the claim to be places of learning, the only thing getting "higher" is tuitions. They are businesses that front for the largest organized slave institution known -- the NCAA -- and many graduates are forced into indentured servitude to pay back the student loans that were so easily made available.

Interesting view on Campus use of Marijuana on Campus. I wonder are they not allowing any kind of edible on campus. With so many psychotropic mind & thought. With Prozac Zoloft even phenobarbital being widely prescribed.
I am sure while these drugs are legal on a federal level illegal use isn't. I dont believe the UofA police or public security administration is going to check every pill bottle, lunch bag, eye dropper for Cannabis.

The Senate wants to pass a constitutional amendment in the next midterm giving them 4 year instead of 2 year terms. They sight other state that have them. Those states have all year and financed legislatures too. As it is now with the money behind the part time legislature and bogus committee assignments and cram all into midnight last minute committee votes by proxy to pass legislation is not working for the average arizona working citizen.
A simple proposition Excess of Medical Marijuana program which administrative & tax costs now can't be increased. Will go to finance a full time legislature. With equal compensation of that GS 12 with facility staff and mailing allowances.

As Nick has pointed out the Medical legalized states seem to be out of the sight of the DOJ. With no doubt the states that have legalized now want to be a compassionate advocate. These states have built a revenue and not a companion to Medical Marijuana. These states want to see interstate commerce, finance, trade lobby, regulations, certifications all done by an independent quasi consortium of revenue and profit all run exempt of Federal oversight. This is the bone that now each state till have to chew on.
I believe the Safer Az and advocates like Tumbleweeds taking the time and efforts to publically discuss in open forum the truth to prop 205. All of the grassroots people that have been fighting as a personal use to promote life functions. Has saved Arizona and dodged a big bullet that was bound to be fired. It is unfathomable to think under any new administration that the current system left by the last administration was going to prevail.
I revel in the comfort that the monies in the states AZDHS/MMJ coffer didn't go to this BS rouge government "Department of Marijuana License and Controls" There is 20 million + next 2 years what 35 million not squandered for frivolous BS. Just to throw Medical & the protections under the Bus.

There were several reasons why Prop 205 failed. The biggest detractor for me was the semi-monopoly it gave the current medical dispensaries and growers.
The Safer Arizona initiative goes too far in the other direction. Arizona voters will not go for a free-for-all, and they shouldn't.

So lets look at Safer and Dave David Stephen Wisniewski. I can see a of lot of holes in the boat. The one take not mentioned Dave and his crew of grassroots volunteers of signatures and the ability to amend the initiative along the way give Safer AZ viability. Really Safer is the ONLY consumer advocate marijuana users have that is now making any impact.
It will need to be amended to a grievance process with Kathy Inman and amend to palatable to both it now has the need to become symbiotic relationship.
It is either this or the legislature not wanting the possibility of a voter mandated initiative on legalization. This session push the rules see what passes, is action that will be taken next year. This study is a veteran based study on PTSD. While we know the horrors of war the disgusting reasoning we have been using lately.
It seem this study has a predetermined conclusion and this study. This in place to validate and eliminate veracity to any arbitrary objections.
It seems that there are 2 possible positive conclusions. That simply being a Vet does not automatically give considerations to PTSD. Combat experienced, not support logistics in rear areas cooks on LST's or mechanics in non theatre operations submariners and the like. I can imagine how hard it must be to find a combat experienced Vet, that is not on some kind of medication and has been for awhile. Or to find a combat experienced Vet that is not into illegal or abuse of legal drugs. As both of these would invalidate anything this study can provide.
