The Fourth Avenue Street Fair has won this category for something like 17 of the last 19 years. Not bad for an event that is essentially a sprawling outdoor mall. Granted, it's a mall where you can enjoy a gyro sandwich, barbecued chicken on a stick, lemonade or beer while listening to bands, watching jugglers and buying wind chimes, jewelry and wood carvings, thanks to hundreds of artists, craftspeople and vendors. Thousands of people flock to Fourth Avenue between University Boulevard and Ninth Street each winter and spring to enjoy a vicarious "alternative" atmosphere provided by the straggling remnants of hippie and punk culture.
