Planned Parenthood has complied with the 24 hour requirement since shortly after the law was passed in 2009. Experienced, empathetic Planned Parenthood nurses have provided the state-mandated information over the phone. In order to comply with these new restrictions, however, Planned Parenthood will face the all-but-impossible challenge of hiring multiple physicians to read this script instead. What is more, the patient would now be banned from hearing the script by phone, necessitating a second medically unnecessary trip.As the anti-women’s health legislators who wrote this law know, there simply are not enough physicians in Arizona’s rural communities who are trained and willing to play this role. And as they also know, requiring two trips across the vast distances in our state will be a burden some will not be able to overcome.
The impact of this ruling isn’t going to be felt just by women in rural communities. The doctor shortage may also force Planned Parenthood to shut down abortion care in as many as seven more PP health centers within metro Phoenix and metro Tucson.
Gov. Jan Brewer's reaction:
This is a great day for Arizona women and parents.The 2009 Abortion Consent Act empowers women by giving them the objective information they need prior to deciding whether to have an abortion. Women deserve all the facts from their physician, in-person, before making such a critical decision. Today’s court decision will help guarantee that.
The Act also empowers parents by strengthening Arizona’s parental consent laws. Now, in most cases, any minor seeking an abortion must first obtain a notarized statement of parental consent. Effective parental consent is a fundamental principle that Arizonans on both sides of the abortion debate can support. Today’s ruling will also protect women’s health and safety by requiring that surgical abortions be performed by a physician.
These are common sense regulations that will help protect Arizona families, and I’m thrilled the Court has allowed the law to take effect as intended.

Aw-you mean that a teenage girl might have to have her parents consent to kill her child? Or that she may have to actually have 24 hours to think about what it means to make a major decision like this? Good. Seems like a huge win for women all over, because the fact of the matter is most women regret their abortions and it causes huge issues down the road for them mentally, emotionally and physically. Why wouldn't you want them to make a decision like this armed with all the right info?
And the war on women continues. :( Thanks Gov. Brewer and citizens of Arizona who support this intrusion into the relationship between women and doctors, this invasion of government into the most personal aspect of women's lives. You watch: this is not just anti-abortion and anti-women's reproductive rights, but anti-contraception and ultimately, anti-sex. That's how it is already playing out in other states.
Where is your evidence that most women regret their abortions? Do you have any experience in this field? Clearly not, for if you did, you would know that far more than the majority of women who end up having an abortion agonize over whether or not to terminate their pregnancy. The decision to have an abortion is not one taken lightly, no matter what the anti-choice, "pro-life" side of the argument might try to portray it as. An unintended pregnancy is an exceedingly stressful time in a woman's life. Often these women very much want children, but recognize that they are not in a life, work, or relationship situation where they can responsibly care for one. Despite the trite sayings of the governor, this law and far too many laws like it are just out to make it more and more difficult for low income women, who cannot afford to miss multiple days of work to travel hundreds of miles to have a statement read to them and then return for the procedure later, to receive the health care that they need.

Why do so many assume that "human life" beginning at the moment of conception is an accepted fact? It's not. There is no scientific, philosophical, or religious consensus as to when "human life" begins. If someone believes that it beings at a particular point, that is fine, but since there is no FACT about the issue (please, if you think it is a fact, do demonstrate your proof?), it is not an opinion or belief (note: not a FACT) to force on other people.

People just dont get it....these laws are created because they want to control womens lives....especially poor womens lives. Women of means can get an abortion anytime anywhere. These laws put a burden on poor women only. I dont agree with the teenage laws where they have to have their parents permission. A friend of mine, a father, told me he supported it. He said....if she goes in for an abortion, i want to know about it. I told him...I understand, but I know "you" arent the father of her child...and "you" arent going to use it as a means to abuse her. Not all teenagers can say that about their fathers. Most teenagers who come from good homes are not so afraid to tell their parents that they are pregnant that they would opt for an abortion instead....unless there are abusive people in their homes.
What about the teenage girl who was raped by her father? Then she has to get his permission for an abortion? Get your head out of the clouds. I also agree with the other posting saying that if you don't like abortions, don't get one. Mind your own business. This is between a Doctor and Patient. This "sensitive" issue doesn't need busybodies yammering on about their beliefs. Many women find out in their third trimester that they're carrying a fetus so diseased, that if it stays intact until the due date, it will be "born" dead or die soonafter. I personally know a woman who had this happen when she was pregnant with her first child--she was absolutely devastated! An abortion was a medical necessity, or she would've died. It is cruel to make these women undergo ridiculous time constraints and other "mandates" in order to get this medical procedure from their doctor.
